Sant Jiu Youth Plan
Proceso Participativo para la elaboración del nuevo Plan Local Joven
A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.
Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.
The Sant Feliu Youth Plan is the roadmap that will mark the policies, axes, objectives and measures to be promoted towards the youth group of Sant Feliu de Llobregat.
For its elaboration, it is wanted to count on the participation of the young people of the municipality, as much with respect to the organized group as the nonorganized one.
The Local Youth Plan 2017-2021 was a document with 4 axes:
- Varied leisure offer
- The Youth Center
- Youth emancipation: training, work and housing.
- Awareness, values and weakness
The reality of this previous Plan was a technical instability of the Youth program with existing policies that affected the contents of the Plan by inertia but without effective monitoring of the same.
We come from generations of young people with high levels of training ("titulitis") and specialization, permeable to the constant evolution of communication and information technologies, trapped by the precariousness of the professional world and the unbearable prices of housing. Youth precariousness began in the late 1990s, but the economic crisis of 2008 and the current health crisis of 2020 fully affected the living conditions of young people. Discourses of the criminalization of the collective emerge without an empathic look.
Special attention must be paid to the educational, professional and social gap of young people with diverse backgrounds. The young population with global origins has an increasing demographic weight in the group itself and the indicators of integration are very negative.
Thus, the objectives of the process are:
- Address the problems and challenges of young people (extended conception: from 12 to 35 years) in its various dimensions: world of work, professional and training; housing; diversity and intersections in the collective; socialization, leisure and recreation; relationship with new technologies; ...
- To concretize through a wide participatory process policies, axes, objectives and measures towards the group of young people of Sant Feliu de Llobregat.
- The Youth program must get out of the mental drawer of youth leisure and leisure policies to get involved in the cross-cutting policies of the first point
The Youth Center and the ecosystem of youth organizations are central pillars of the Youth program. Therefore, a project to improve the synergies between the facility and the youth organizations was considered a priority. The process of the new local plan should be an opportunity to map out the youth map and incorporate new actors into the program community.
The spaces for participation will be very diverse, to favor the diversity of opinions and visions:

- Work communities
- Actions on public roads
- Youth Communities
